HDB extends voucher scheme for young couples and families renting from open market
HDB has announced an extension of the Parenthood Provisional Housing Scheme (PPHS) voucher scheme, which aims to support young couples and families who are renting from the open market while waiting for the completion of their Build-to-Order (BTO) flats.
The original deadline for the scheme was set for June, but HDB has now extended it by an additional six months until December 31. Under the PPHS, eligible families receive $300 per month on a reimbursement basis to help cover their rental costs.

According to HDB, this extension will provide interim support for eligible families until the supply of PPHS flats is ramped up to 4,000 units by the end of the year. This is a significant increase from the previous supply of 800 units in 2021. Approximately 200 households are expected to benefit from this extension.
To qualify for the PPHS, families must meet certain eligibility criteria, including having booked an uncompleted flat from HDB’s sales exercise and having a household income of $7,000 or below.
HDB reports that as the supply of PPHS flats has increased in recent years, the application rate for these flats has significantly decreased from over 20 in 2021 to around three currently. Since June 2023, all eligible applicants who are married with children aged 18 and below, including expectant parents, have been invited to select a PPHS flat.
